I want to use the same mod settings across all saves but every save I load keeps its own settings.
Enabling or disabling the "Use different mod settings per save" option has no effect.

"Continue" doesn't give any sync-mod option, but then you can't select saves by that.

Are you sure the settings are changed outside a save, in the main menu? Nothing set in game "back-propagates" to the main menu settings. Settings only go from "Mod settings" then new game or loaded through the "Load" menu and not syncing. A different start-up setting *is* detected when using the Load Menu: the sync-settings button is clickable even when everything else is the same. A per-user setting from the main menu is *not* detected as a change that needs to be sync'ed (it doesn't affect an existing player, but probably affects new ones?)
