[0.18.17] Bots cancel module requests when upgrading in specific circumstances.

What did you do?
I had an ASM3 with a 3 speed1 module in it and 1 more blueprinted speed1.
I used a custom upgrade planner to upgrade all the modules in the ASM to speed3s.
What happened?
A construction bot picked up 3 speed3 modules and upgraded the 3 speed1s to speed3s.
But the 3 speed1 modules were dropped on the ground.
and the blueprinted module was cancelled.
What did you expect to happen instead? It might be obvious to you, but do it anyway!
I expected the construction bot to pickup 4 modules, put all 4 in the ASM and return the 3 speed1 modules to the storage chest.
The following save file shows this bug, just use the upgrade planner on the toolbar.
