[Wheybags] [0.17.71] [Modded] Rich text: layered technology icons glitchy

Technologies which specify a layered icons property, with layers of different scales, are not rendered correctly in rich text. See example attached.
To reproduce:
1. Load this mod.
2. Type this (for example) into chat:
3. Compare the icon to the technology icon in the T menu.
Layered rich text icons from other kinds of prototype (e.g. recipes) appear to be fine, have only seen this in technologies.
