Hello. In the editor, you always have access to all recipes, regardless of whether or not they're enabled for the player's force. However, when placing blueprints, the force recipe availability still applies:
I would expect the editor to be able to place any recipe in a blueprint regardless of whether or not the player's force has it enabled.
