Pump that connect to fluid-wagon may still be connected to fluid wagon even if rail adjacent to pump is removed. This puts pump into weird state where there is no visible plumbing going to fluid wagon but fluid is still pumping. This state survives regular pipe building and removal under fluid wagon with exception that it will stop pumping fluid to fluid-wagon as long there is pipe under fluid-wagon

At first I wanted to move it to minor issues, but it is actually pretty cheap in this case to check the rail besides pump exists and disconnect from wagon when it doesn't.
Fixed for 0.17.59
