[0.17.56/0.17.57] Steam launches the version 0.17.57 when 0.17.56 is selected

Steps to reproduce:
- Open your steam library
- Right-click Factorio in the list of games and select properties
- Click the BETAS tab
- In the drop down, select 0.17.56 - Factorio Experimental 0.17.56
- Launch the game
What happened: factorio 0.17.57 launches
Expected: factorio 0.17.56 launches
How often does this happen: every time
- Open your steam library
- Right-click Factorio in the list of games and select properties
- Click the BETAS tab
- In the drop down, select 0.17.56 - Factorio Experimental 0.17.56
