[Sanqui] [0.17.38] details of mod downloads which latest version are not 0.17 are not displayed correctly

Details of mod downloads which latest version are not 0.17 are not displayed correctly.

It should fetch the data from the latest 0.17 version and not display a "-" if the latest download is for 0.16.

Fixed, the API will now always pick the newest release of the requested version for latest_release.
