[Bilka] strange behavior with new emission system and generator type entities

seems something happens when switch from the 2 older emissions systems to the emissions per minute system if a generator entity has emissions. the map shows all but the edge pollution chunks disappear from the map and the pollution graph stops showing any producers or consumers of pollution. and it will cuase the save file to start getting bloated and take longer to save and load.
