Exactly as it says on the tin.

Easy to reproduce (found on dedicated server, if that helps).
First, drag a line of pipe ghosts, then place actual underground pipe:

Confirmed; you recieve a number of pipes equal to the number of in-between ghost segments (i.e. the ones with the red boxes in the above screenshots).
