[kovarex] [0.17.20] Train orders cannot be dragged up, then down to the original position

When you drag a train order in the train scheduling, the dragged train order cannot be dropped at the original starting point, when the train order has been moving above the original starting point.
Reproduce by:
* Build a train, add 5 stations to the scheduling, no conditions required
* Pick the middle order and move the order one station up, then down again to go to the original starting point again, without dropping the order/release the mouse button.
The station under the dragged station doesn't move up to make room for the station to drop. When you move the middle order continuously between the position 1 and position 5 of the schedule list, you see there is some kind of "skip" where the dragging original started. Because of this bug it is not possible to drag the last order up and then down to the last position again.
