[0.17.11] Reactor entity plays working sound nonstop

Per the title. Assigning a working sound to the nuclear reactor or another reactor prototype causes it to play that sound nonstop the moment the reactor is placed in the world, regardless of whether it's burning fuel or not.

Thanks for the report. I implemented a kind-of fix for this for the next version of 0.17. Kind of because there's no simple way to tell if a reactor is "running" without adding in extra data to track what the reactor is doing. In the next version of 0.17 if the reactor energy source has energy it will play the working sound.
