[Twinsen][0.17.4] Hotbar doesn't respond to Keybinding changes until restart.

I previously reported this bug for 0.16.24 and it was resolved for 0.16.25 but it seems to be back again in 0.17.X.

I can just restart the game to fix it after changing keybindings. However, for anyone not in the know it would seem like the hotbar is completely messed up after changing keybindings until they revert back to defaults.

Heh, the issue was caused by something completely different this time.
