[abregado][0.17.4] Inconsistent window title bar textures

Hi,
In the "arrival" campaign, after you complete the first lot of science the "Research complete!" window appears. This window has the vertical line texture that all other drag-able windows have, yet it is not movable.

The same goes for the "notification" window that appears when you have chosen to revive after being killed in free play mode.

I haven't played through the campaign again to get a screen shot of the "Research Complete" window, but I did notice that the Objective window has the drag able texture implying that it should be drag able.

ahh yes, that is because we cannot currently use lua to remove the draggable texture. I will make a request for it.
