you can not refuel trains with using drop key on trains.

It should work since 0.17.0

"Z" (drop item) will drop single items into what ever entity is selected instead of only dropping on the ground.

That seems to be a bug.
I'd like to remind you that the version number in square brackets in the title of the post should be the last version you encountered the bug in, so if you encountered it in 0.17.3 you'd put [0.17.3] in the title, but if you didn't encounter it in 0.17.3 yet but encountered it in 0.17.2 you'd put [0.17.2] in the title.

Can confirm for 0.17.4, does not work for cargo wagon or car either.
