Essentially, by using this configuration of undergrounds, you can rotate one 180 degrees and place it in the same tile. If you continue rotating by 180 degrees each time, you can continue placing as many as you want.

Reproduced here. And I noticed that once the tile starts accepting multiple undergrounds you can then remove the extra undergrounds placed around it - the ones that MrRoboticWarfare showed trigger the bug - and you can still add more undergrounds to the affected tile.
