[Oxyd] [0.17.0] Tech Tree - Scrolling Resets

It seems that if the tech tree is large enough - you cannot scroll upward (right hand side) to see what it above in the tech tree. It repeatedly scrolls back to the bottom.
Update: this doesn't happen when no research is running. Presumably screen updates from the moving research progress bar are accidentally impacting the scrollable tech-tree area.
