Toggled Debug Option show-raw-tile-transitions on

What happened was this

Reproduction: Load this save

BUG Raw Tile.zip: (3.48 MiB) Downloaded 79 times

Toggle raw transition on, under F4, if it's not. Save. Quit. Exit the game. Launch the game. Load the save you just made. Raw transitions will be ON, but your result will be

Thanks for the report. I noticed this a few months ago during 0.17 work and fixed it for 0.17.0.
