Problem: If you have a well created by using landfill on a pump and it gets destroyed, it creates a ghost that cannot be placed.
Solution: Either allow it to be replaced or prevent the entity from creating a ghost.

Steps to reproduce:
1. Place pump
2. Landfill over pump
3. Destroy pump with bots in inventory and a pump in inventory
4. Watch bots forever try to replace the pump but cannot.

Out of interest which fix was chosen (allowing the bots to replace the well, or not creating a ghost for an unplacable well) ?

Personally if you went with not creating a ghost I think that could just hide a potential problem, rather than draw attention to the fact that the player probably needs to arrange another source of water for whatever the well was feeding.

I'm not suggesting that bots should be able to resurrect a well, but that the current (0.16.36) behaviour might be better than hiding the problem.

Obviously in a way, that once the well/ghost is already there, it can be revived.

I tested it. Bots can replace the well ghost, player cannot.

To me, the correct solution here should be to not allow landfilling the area that the pump is in.
