[wheybags] Disabled pumps block enabed pumps at the same position

I have an LTN station that both requests purified water and provides sulfuric acid. There are two pump programmed to "sulfuric acid = 0" and "sulfuric acid > 0". A train is stopped at the station and should be filled with 25k sulfuric acid. The pump for filling is enabled and the pump for emptying is disabled but seems to block the other pump for engaging. Removing or rotating the disabled pump makes the other pump work.
