[Rseding91] [0.16.12] Storage chest filter doesn't work on second chest

How to produce;
- fill 2 unfiltered storage chests with same item
- add a storage chest filtered with that item
- add another storage chest near the filtered chest, filtered by another item.
- add another storage chest far from those 2 filtered chests.
- deconstruct the first full chests.
What to expect;
- bots should deliver item to the correctly filtered chest
- when its full, they should deliver item to unfiltered 3. chest
what happens;
- after first chest is full, they deliver to the closest storage chest without considering filters.
- fill 2 unfiltered storage chests with same item

- add another storage chest near the filtered chest, filtered by another item.
- add another storage chest far from those 2 filtered chests.
