I just had an issue just like this old 0.12 bug report:

I was in a multiplayer game, and my friend paused while I was looking at the research tab (T).

I couldn't access the menu by pressing Escape. I could bring up the chat, but it appeared behind the research tab :/

Let me know if you need anything from me.

Could you close the research screen, (either by picking a research or pressing "T"), then access the menu ?

I don't think so; the pause dialog was above it. But I'd have to check...

Thanks for the report, this issue has been present for some time now.
The console will now work correctly in combination with technology window in multiplayer. In single it will not be possible to open at all as the game is paused there in technology gui.
