[twinsen] [0.16] Assign Enter to Lua Console Shortcut changed behavior

I've assigned ENTER key for Lua console. It feels more natural than default key.

On 0.15 To send a message; i press enter, type the message and and press enter to send the message.
On 0.16 When i press enter to send the message, it closes the console before without sending message.

That was an intentional change, the same button now opens and closes the console.

So, sorry for the confusing title, I wasn't sure how to name it to describe this issue fully.

It turns out when you bind the chat/LUA console to Enter (as I had), anything you type is just flat out ignored. This probably has to do with events firing in a different way since the update or something of the like.

How to replicate:
1. Bind chat/LUA console key to enter
2. Try to type literally anything, including commands

I must admit this change feels very unnatural to me : I'm used to open console with Enter, and now, whetever I have typed is discarded and console gets closed when I hit enter again. Well this will be an excellent anti achievement-disabler : want to type a console command ? Nope, denied :).

Honestly, this should just trigger the 'send message' before the 'close console' when it's bound to enter.

When opening console is bind to Enter, it is impossible to send anything (as it close console, instead of sending).
In 0.15.x it was working so that Enter send message if console was opened.

Steps to reproduce
Bind Lua console to Enter key

How works now
Hit Enter, type text, Hit Enter, message is cleared and console closed

How should work
Hit Enter, type text, Hit Enter, message is send

I use F like GTA and remap item pickup to Mouse button 4 since it's easier to pickup item while moving this way..
F to pickup item seem like a bad choice since often you want to move around while doing that and enter to get in a vehicle can get you killed when some bitter are running after you and you have to stop moving to click enter.
