I found this whilst signalling a particular intersection, it initially occurred to me that despite the signal building indicator not showing that I could place a signal here I was still able to.
Upon further investigation I found that getting the signals this 'close' to the crossing point was only possible if the chain signal was built before adding the exit curve. Otherwise you cannot place the signals that close if the exit curve has already been built.

Instead of removing the curve you can place the signals on the right if you remove the chain signal on the bottom left.

Fixed for the next release.
