[0.10.6] radar uses 309 KW instead of 300 KW

I'm not 100% sure it's a bug or simply an hidden math, but in "electric network info" page radar uses 309KW instead of the 300KW.

There's a similar bug in production info, as if it is adding a few extra seconds of stats.

You are right, it was error, the radar consuming the resting energy consumption (1/30 of maximal consumption) when it was working and it is working always, so it had 309kW instead of 300kW.
