[0.15.29] Pausing Headless Server kills user input

This did not occur in 0.15.28 but appears to have cropped up with 0.15.29.
When pausing a headless server, the players don't appear to be able to click any of the menu options after the game pauses (so they can't unpause the game).
Unpause, quit, options, none of them work. New joining players just see that someone has paused the game and are stuck unable to quit (alt-f4 works).
The player who paused the game can alt-f4 out, and can rejoin, but they see '<unknown-player> has paused the game' and also end up with a menu that can't be clicked on.
From the console of the headless server, /save works and /quit works.
Observed on 0.15.29, centos7 (2 systems tested) for the headless system and with clients using Windows 10, OSX10.12 and Centos7.
Edit: No mods installed on clients or servers.
