[Rseding91] Inconsistency in blueprint selection for tiles & tile ghosts

When blueprinting an area that contains tiles and tile ghosts at the same position, the blueprint will contain either the real tile or the ghost tile. The actual behavior seems to vary across different positions from the same blueprint.

Thanks for the report. I've fixed it so the results will always be consistent - the tooltip still shows incorrectly in some cases but that will take more logic rework and could potentially impact performance so I'm going to do it properly in 0.16.
