[Rseding91] Inconsistency in blueprint selection for tiles & tile ghosts

When blueprinting an area that contains tiles and tile ghosts at the same position, the blueprint will contain either the real tile or the ghost tile. The actual behavior seems to vary across different positions from the same blueprint.
(note that according to the icons shown, the blueprint should contain only concrete tiles)
