I switch between displays frequently. Sometimes I play on 4k and sometimes on 1080p. So I frequently go to Options > Graphics > UI scale and switch between about 130% on the 4k display and 80% on 1080p. In older versions of Factorio, the setting took effect immediately. Since sometime around version 0.15.1x I've had to exit the game and restart for the new setting to take effect.

Thanks for the report. It's now fixed for the next version of 0.15.
