[Rseding91] [0.15.18] Pavement replacement leaves items on ground

After learning that actual pavement tiles and ghost tiles are different (see viewtopic.php?f=23&t=49400), I started to experiment with ghosts and entities find settings that worked. This lead to the following screenshots. First one has all 16 combinations of pavement with from bottom to top actual tiles placed for brick, concrete, hazard concrete (x2). From left to right are in same order overlayed the ghosts of each.

Being able to overlay a ghost on an actual item (tile) makes it fast replaceable by robot. Awesome. (Feature dream: If only we had this for belts etc.)
Now, the actual replacement isn't done cleanly. This may be two bugs:
- The robots left a whole lot of items on the ground and;
- They didn't place 3 of the tiles even though both items are still available in inventory.

To replicate, insert roboport into armor and watch the magic happen.

Thanks for the report. It's now fixed for the next version of 0.15.
