[0.10.3] Underground express belts do not require lubricant

The recipe for underground express belts does not require any lubricant. This strikes me as a bug as it is logical that express belting requires lubricant as an aspect of the technology tree, and underground belts shouldn't be an exception to this requirement.

The express underground belts require express belts, which in turn require lubricant. So it does require lubricant :?

The underground belts only means you have got to dig a hole.

Underground express belts require fast express belts and gears.

Not actually a bug, but still an exploit.
Express Belts can't be made until you have a source of lubricant. Express Underground Belts, however, don't require any lubricant.
Not a very big exploit since in order to research Express Belts you need a developed oil processing system, but it still allows you to skip a subsystem.

Creating express belts requires lubricant, but creating underground express belts doesn't.

I suspect it is not changed, because it would break the crafting system in the final level of Transport Belt Madness.

It's fixed in 13.0 (27101, see Balancing).
