[kovarex] Power poles show available power even when not connected.

Hi

Factorio 0.15.13, (Steam version on Win 10), no mods.

If I place a power pole that is too far from another pole to connect, and then mouse over the pole, the electric power available Bar shows a full green bar. This falsely gives the impression that it is connected to the power network. I expected that if it is not connected to some type of power source, then it would show an empty bar.

I can also connect more power poles connected to this pole, and they all show a full green bar. So you can build quite a long power line, and think everything is connected ok, until you place an object that actually needs power. (Like some laser turrets during combat).

This seems to be reproducible for me with all three types of poles. Let me know if you need a save.

You are right, this is so obvious.
It was there all the time.
And I just had to change the "1" to "0" in the correct place in the code to change it.

Anyway fixed for 0.15.14

This was actually reported and deemed "not a bug" over a year ago (viewtopic.php?f=23&t=21999), but I'm glad to see it got changed. :D

Yes, both values are technically correct (or incorrect), but this is more useful.
