[0.15.7] [twinsen] Crash after joining: "invalid special signal combination in parameter" (MR)

We had a weird crash on a modded server. The crash happened after someone joined. I have no clue how to recreate the crash but it looks to me that it is something with decider-combinators. This is the link to the modpack:

It only crashed when one guy joined and he had blueprints with combinators.

Best theory I have is that some guy with blueprints from 2015 joined the game
I added some better error checking and migrations to hopefully fix this.
Should be fixed in Version: 0.15.11.

Actually the fix made it in 0.15.10.
