[0.15.2] Failed to load mods: No map setting instance

Instead of the usual pop-up with a description of the error and an option to disable the mod in question, when I attempt to load Factorio with an errored mod enabled in 0.15.2 I get simply the following message, and buttons to disable all mods, restart, or exit:
Failed to load mods: No map setting instance
Note that disabling all mods doesn't work.


Setting disable-minimal-mode=true in config.ini makes Factorio throw up the following Windows error dialogue:
Failed to load mod "Flow Control": __Flow Control__/data.lua:1: __Flow Control__/prototypes/entities.lua:31: unexpected symbol near '='

Edit: "Disable all mods" appears to also be disabling "base", which means it won't load again even after the mod error is fixed.

It should be fixed for 0.15.3

rseding91 moved it to not a bug. lol :(

A fix for this is to "either edit or delete the mod-list.json file (in %APPDATA%\Factorio\mods by default on the Steam version in Windows)."

Also, I'm not sure where that folder is located on Linux or Mac :(
