[0.15.0] Tight Spot 1&2 can be won by doing nothing

Version tested: 0.15.0 Standalone

Steps to reproduce:

Start the campaign "Tight Spot" on level 1.
Click start.
Wait for the round to complete.
Win!

This is a regression from 0.14.23, which fails you when you try the above:

This is fixed in 0.15.2
