[0.14.21] Non-ghost Modules missing from Blueprint

I built a group of 8 furnaces, with one productivity module and one efficiency module. I blueprinted the design and used it to make a larger set of furnaces (100 or so). I had lots of productivity modules and furnaces so they got built straight away, but the efficiency modules were still being produced (one assembly machine). I still had the blue bot icon on most furnaces, even though they had one module, which was great.
I then created a blueprint from the larger build, and used it to create a duplicate. Unfortunately the second blueprint did not include all the modules, so my duplicate is missing productivity modules, but has the efficiency modules.
To sum up. If a blueprint is being made from something with one module, and one being delivered, the one being delivered is included in the blueprint, and the one already placed is not. I would expect the blueprint to contain both modules. All other combinations seem to work as expected.
