[0.13.15] tech graph moves when dragging research button

Open technology screen.
Select researchable technology with a large, scrollable dependency graph.
Click and hold Research button.
Move mouse around.

The dep graph moves as if the mouse had been clicked inside its area.

Fixed in 0.13.16.
