Because bot didn't cheat
. As someone else reported it you can fill a large area with only 3 tile properly place. The bot didn't know the trick.
As the "magic" teraforming occur while changing one tile it affect all the surrounding around that tile or set of tiles ( aka border ) .
I tought using bot they will only teraforming once as I recall from the wiki of the game lua.
"It is recommended to call this method once for all the tiles you want to change rather than calling it individually for every tile. As the tile correction is used after every step, calling it one by one could cause the tile correction logic to redo some of the changes, and it is also much performance heavy. "

Maybe it's outdated and they improve it.

Fixed for 0.13.9. Landfill isn't meant to be buildable by ghosts but manual building didn't check that.

Manually using the landfills really gets tiresome even when only straightening some shore edge for the better use of Steam Engines... so ghosting is the only viable way. Removing that will only make using the landfill unnecessarely tedious.
