since 0.13.7 and 0.13.8, I often get this message when I generate a new map (which I did often for mod testings).
I never got this message before, so I guess something changed...

I am also seeing this using a headless server. Have tried two worlds in 0.13.8 one with terrain_segmentation low, one normal. I also find that when I attempt to reconnect to the server, I get "Couldn't establish network communications with the server". I have to CTRL-C, the server saves saving, but never exits. CTRL-C again to return to prompt.
I saved the entire environment if devs need it.

When I do a mapgen without specifying the map gen json file, things work. With the below option, map generated is only 85K and world doesn't work. Only change is crude-oil high

I suppose that it's because of a map generating a big sea at the starting zone ? Or too much trees ?
Maybe instead of displaying this message, you should reset the map and regenrate one automatically ?

This may help diagnose the problem.
I generated a map using a headless server with a custom map-gen-settings.json.

Then, on the normal linux client (not the headless one), if I try to generate a map with that exchange string, it fails.
Then from that point on, all subsequent attempts to generate a map fail, even if I don't specify a seed or an exchange string.
I have to exit factorio and restart to generate a new map.
Something about the seed is screwing up the map generation.
