0.13.4 Unhandled Exception Read Failure when connecting to server

I am attempting to set up a headless server on my machine and trying to connect to it via that same machine.
I get the server running and I am able to see the game in the multiplayer browser. I am able to connect to the game and enter my password. As soon as the game starts downloading I get the Unhandled Exception Read Failure.
I have tried on multiple ports and with a few different save files.
I have attach the log file and my server config file and the save I was attempting to run the server with.
Additionally, If I load the server before I load Factorio the splash screen loading bar gets to 99% and I get a "file in use error" from windows about ..\factorio\temp\currently-playing\replay.dat.
It looks like the launcher is attempting to delete the file.
