Same problem here on a map created with version 0.13.1 and played with 0.13.1-0.13.3.
The pollution shown on the map is in my case clearly inaccurate and periodically (~0.5s) flickering on the outskirts but not like it normally (reffering to 0.12.x) did. The "bugged" pollution also triggers biter attacks.
There are vertical stripes with no pollution at all going straight through my factory. When changing the view (zoom-in/out and moving) the pollution sometimes is consitent (aka not bugged) and sometimes inconsistent (aka bugged).

The filled turquise areas are where it is periodically flickering. The striped area is "steady" pollution.
