[0.13.0][Twin]circuit network id changes on inserter replace

I've been replacing filter inserters with fast inserters since I only need the circuit and logistic conditionals in a lot of cases.
On a direct replace, the circuit network of the replaced inserter gets destroyed, a new one with a new number gets put in it's place.
all the inserters turn on for 1 tick as well because there's no signals on the network for that tick.
