[0.12.30] Multiplayer oddity

Was playing on NoPantsMcDance's public Vanilla server today, no mods. Had a lot of people coming and going all day. Had one odd situation happen and got a screenshot for part of it.

I have no access to the server logs, but the timeline of what seemed to happen was:

TheK0tYaRa connected, connection was pretty laggy but functional.
Cederjack connects and starts downloading map.
The moment Cedarjack's download ends and the "Waiting for clients loading map" box appears, another "Waiting for clients downloading map" appears. Can't recall name of person started with A. We'll call them PlayerA.
The top two boxes on this screen remain as they are, with no progress bar moving, for quite a while. While waiting for something to happen, TheK0tYaRa and Cederjack disconnect.
Although we know TheK0tYaRa diconnected, (it says so on left) we still get a popup for "Following peers not responding" and wait for him to timeout.

That's already kinda odd (the progress bars that don't move, and waiting for timeout on someone who already left). What happened next I believe was:

PlayerA leaves the game (the download had never finished, though).
Clients downloading map progress bar resumes.
PlayerA joins the game, but he doesn't seem to really be here. F5 shows his late packets steadily rise from 0 to 600.
Game is frozen during this, but even when he''s at 600 the timeout popup window hasn't appeared.
I wait a bit longer (another person may have connected during this frozen time with no game ticks).
Server goes offline, it starts back up from an older autosave (I assume a restart script the admin runs).

I know this might not be useful without server logs, but at least I could screenshot the "2 progress bars that aren't moving" when someone connected to download map while someone else was in middle of "loading map" after download just ended. And also demonstrate a timeout wait period for someone who already left the game.

I have no idea how to reproduce it,
But seems like a bug nonetheless

As most of the multiplayer has been rewritten for 0.14, I will move this to resolved.
