You can zoom out on the map and ctrl click a chest that is really far away and pick up all materials in it, essentially teleporting materials from one facility to another.
So there seems to not be any range limitation on the ctrl-empty command, unlike most other commands.

Fixed in 0.2.8. Though it could have been a great cheat feature
