[0.12.0] Too long backer names

Just a few minutes ago I had a radar get a name so long the window extended past the left side of my screen. There need to be length restrictions on these:

It only happens verry rarely that those popup, tbh I find it fun to look for all the names and hope I got a long one
IF you guys limit them, only limit futere one's please. No? For me its nice (aldough it wouldnt be present in an AAA game, here it fits in nicely)
