[0.12.0] Fast Belt graphic stutters when standing on it

When standing on fast belt, the graphic stutters, basic belt is fine, havent tried with express

Looks clean these days, without any stutter.

Tested on low resolution with texture compression, normal with and without compression, and high without compression. My graphics card only has 1gb of vram, so that seems like a decent test unless there's some other graphics setting I should've tinkered with.

Well it is an ancient bug report, I suppose it got fixed somewhere along the way
