[Klonan] [2.0.23] Signal picker labelled as 'set the filter' and not 'select a signal'

A horribly minor thing, but hopefully a very easy fix. Consider for example:
The first label makes no sense, as this has nothing to do with 'filters', but is in fact a signal you're choosing.
The same behaviour seems to occurs everywhere else you choose a signal (e.g. in combinators). It only ever says 'select a signal', when it also gives you the 'or set a constant' option.
(I.e. I think you should make the signal picker GUI always say 'select a signal', regardless of whether you can also set a constant or not).
(Note that 'set the filter' does make sense when setting filters, e.g. ; I also note that setting logistic requests uses a correct title of 'Set request', and platform requests use 'Set orbital request', so it's strange that signal picking specifically gives you a very confusing title).
