[boskid][2.0.23] Captive biter spawner can be "rotated"

Reproduction:
- Have a captive biter spawner
- Natural biter spawner, not crafted and placed
- Provide bioflux, biter spawner is active
- Use the "rotate" hotkey will hovering over the captive biter spawner

Issue:
- The rotation sound effect plays
- There is no observable difference
- The usual "this cant be rotated" message does not appear

I did not expect this to have different rotations. Just discovered this presumable oversight by chance.

Thanks for the report. This issue is now fixed for 2.0.25. Assembling machine 1 was also considered rotatable for the same reason: it has no fluid boxes and as such should not be rotatable but due to one of the changes i did for 2.0 one of the values on prototype was not setup correctly and so those assemblers were rotatable.
