[boskid][2.0.19] Elevated rails placement in rail planner can fail silently

steps: Load the attached save (sandbox). Attempt to place the rails as shown in the images.
expected: rails placed as shown in the preview
actual: no rails are placed, no error produced
After clicking to confirm the result is nothing is built, and you have the same as you had before (first image)
