[Klonan] [2.0.16] Statistic GUIs show empty graphs when opened with "All" precision.

The recent change in 2.0.15 that made the statistic GUIs preserve precision seems to have exposed a bug; if the precision was last set to "All", opening one of these GUIs will cause empty graphs to be shown, but no graphs are supposed to show up at all.
Reproduction is easy;
Switching to a different precision and then going back to "All" will hide these graphs again.

- Open any statistic GUI. Doesn't matter which one it is; both the production stats and electric network info windows have this problem.
- Click on "All". There won't be any graphs shown, as is intended.
- Close the window and reopen it. Precision is still set to "All", but now the window shows empty graphs;
- Look ma, no graphs!
