[2.0.14] platform leaves planet but it logically should not

when it happend the first time, I thought well this might have been a bit flip. But that it happend now again makes it a bug.

As you can see in the picture the platform has AND wait conditions on Fulgora, but it did leave without the blue rod super conductor thing request being fulfilled.
I think its something with that the ice request gets fulfilled by the platform itself which cause the next request, the blue super conductor things to be fulfilled even though they are not.

It seems as though it left as soon as the cargo bays got filled all the way? I'm guessing requests get skipped if the space platform has no room?

You have a second ship on fulgora that just stole all the blue superconductors, leaving not enough on the planet for a full rocket
You should increase the limit in the passive provider chest to at least 2000 or 3000. Even production on the planet itself could temporarily take some of them.

I can not reproduce it anymore in 2.0.15. Put it on the pile of fixed Bugs.
