[2.0.12] can't ctrl+click to clear assembler output

When changing the recipe on an assembler, it is no longer possible to use ctrl+LMB to clear all output slots. ie. circuit condition sets assembler to make gears, then changes recipe to either something else or no recipe, ctrl+LMB will not remove gears in the rightmost output slot from the assembler.
This also affects all slots other than the leftmost output for which a recipe is set (presumably also works with multiple outputs on a set recipe but I have not tested this). I'm not sure if it is possible to create that state anymore as of 2.0.12, but a foundry I had been circuit controlling would not allow me to ctrl+click to clear the output.
In the previous 2.0.11 release, this would remove all output slots from the assembler. Inserters are still able to remove from that slot in 2.0.12, and appear to prioritize it.
expected: ctrl+LMB will remove ALL completed solid products from a machine. This was the behavior in the last release.
this behavior will always happen when changing from a circuit controlled recipe from my testing, whether the change is manual or by circuit control.
